Behr developed a new Fire Master Plan by analyzing the City's growth patterns alongside the fire department's existing resources, equipment, staffing levels, and call volume — further strengthened through interviews with front-line firefighters and staff.

Challenge

The client needed to test its emergency response capabilities in a high-risk operating environment, facing elevated fire exposure from a neighbouring sawmill and wildland-urban interface concerns.

The Resort Municipality of Whistler faces a unique wildfire challenge — a community surrounded by forest, neighbourhoods within the wildland-urban interface, and a single primary highway in and out — and needed to move beyond broad resiliency strategies to a practical, neighbourhood-level plan.

Solution

Behr developed a Community Wildfire Defence Plan bringing together risk assessments, FireSmart recommendations, emergency response planning, structure defence plans, tactical maps, infrastructure assessments, and training recommendations — 29 observations and 53 recommendations in total, accepted by Whistler Council.
